About Steven
Steve Taylor has been the Director of Regulatory and Regional Affairs for Cowlitz PUD since 2019 where he manages the District’s legislative and regulatory policy priorities. Prior to that, he was the City Manager for Kelso, Washington for seven years after serving as the City Administrator in Connell, Washington in Franklin County. Steve is a U.S. Air Force veteran, and served at Fairchild AFB from 1994-98. He served as staff to Congressman George Nethercutt, government affairs director for the Spokane Homebuilders & Realtors Associations, and was the Vice President of Corporate Development for a publicly traded mineral exploration company. In 2002, Steve was elected to the charter council of the newly-incorporated City of Spokane Valley on which he served for seven years. Steve holds a Master’s degree in Public Administration and Bachelor’s degree in Finance & Economics from Eastern Washington University. He is married, has two sons, and lives in Longview with his family and two dogs.
